That's good news. But the same year, nearly 3,900 injuries were reported in the industry. What does HSE (HMS) mean?
HSE stands for health, safety and environment — in Norwegian, helse, miljø og sikkerhet (HMS). It is the umbrella term for all the systematic work a business does to stop people getting ill or hurt at work. It isn't optional: Norway's Internal Control Regulations (internkontrollforskriften) require every business to work systematically on HSE, whether you have one employee or a hundred.
The key word is systematic. HSE isn't a binder on a shelf or a course you took once. It's a continuous cycle: assess risk, put measures in place, follow up, and correct what goes wrong. An HSE system that exists only on paper, but that nobody uses, won't hold up when the Labour Inspection Authority comes to call.
For a trades business this comes down to a few things you need to stay on top of: what hazards the job involves, which routines apply, who is responsible, and how you report when something deviates from the plan.
Why does HSE matter so much in construction?
Construction has long been among the most accident-prone industries in Norway, and although the fatality numbers are now at record lows, injury numbers remain high. In 2024, SSB recorded 3,902 injury cases in construction (SSB, 2024) — among the highest of any industry.
Why? The working day is simply more dangerous. Work at height, scaffolding, heavy lifting, dust, noise and dangerous tools are a normal part of the job. Falls are by far the most common type of accident in the industry — and both construction fatalities in 2024 were falls (Arbeidstilsynet, Kompass theme no. 1 2026).
The last two years are a bright spot, though. Construction had just two fatal injuries in both 2024 and 2025 — the lowest in a decade, against an average of eight in the preceding five-year period. The industry accounted for 10 per cent of all workplace deaths in 2024 and 7 per cent in 2025, the lowest share since 2016. The point isn't that the danger has passed. The point is that systematic HSE work works — and that the numbers turn fast if you stop.
HSE plan vs SHA plan: what's the difference?
This is the most common mix-up — and it costs findings at inspection. In short: an HSE plan applies to your business over time, while an SHA plan applies to one specific construction project (Arbeidstilsynet, 2026).
The HSE plan is your own internal backbone: the routines, risk assessments and division of responsibility that apply whatever job you're on. It follows the business.
The SHA plan — sikkerhet, helse og arbeidsmiljø (safety, health and working environment) — is project-specific. Norway's Construction Client Regulations (byggherreforskriften) § 7 require a written SHA plan to exist before work starts on a construction site, and to be kept up to date as things change (Lovdata, 2009). Responsibility sits with the client (byggherre), not the individual tradesperson. The client must also appoint an independent coordinator to follow up the risks throughout the project.
For you as a subcontractor that means two things: you must have your own HSE in order, and you must work to the client's SHA plan on each project.
What must an HSE system contain?
An HSE system that survives an inspection rests on five building blocks. It needn't be complicated, but all five must be in place and actually in use.
- Risk assessment. Every business is required to map hazards systematically and put measures in place. This is the foundation.
- Routines and responsibility. Who does what, and how are the risky tasks carried out safely?
- Deviation handling. A system for reporting unwanted incidents and putting them right before they become accidents.
- Emergency preparedness. What do you do if something does happen?
- Documentation. All of the above has to be demonstrable. A measure you can't document doesn't, in practice, count at inspection.
Deviation handling is often the weakest link. When the threshold for reporting is high — a note in the van, a form back at the office — small incidents never get logged. And it's precisely the small, repeated deviations that signal the big accidents before they happen.
HSE, central approval and the cost of skipping it
HSE isn't just insurance against accidents — it's a precondition for being allowed to operate. Without a documented HSE system and quality-assurance routines, you can neither apply for nor keep central approval (sentral godkjenning). For many trades businesses, that's the difference between winning work or not.
And the consequences of skipping it are concrete. The Labour Inspection Authority (Arbeidstilsynet) can order you to fix shortcomings by a deadline. For serious breaches it can impose coercive fines or stop the work on site. In gross cases it can lead to prosecution. The maths is simple: it costs more not to have HSE in order than to have it.
The legal framework is first and foremost the Working Environment Act (arbeidsmiljøloven) and the Internal Control Regulations, supplemented by the Construction Client Regulations on each project.
